While we could probably put a satellite in orbit of Mun right now, we finally have the funds and technology to deploy our Kerbin communications relay network. The plan is to deploy four identical satellites to medium-height orbits, evenly spaced around Kerbin. Their omnidirectional antennae will provide relay communications to satellites orbiting Kerbin. Two satellites will relay communications to Mun, the other two to Minmus.

Our program is running into a problem. We still have a 30-part limit, but we don't have high-capacity solar cells or batteries. This makes deploying a satellite network impractical, which makes an orbital mission to Mun risky. We also don't quite have the funds to unlock manoeuvre nodes, so doing a crewed free-return Mun mission doesn't meet our minimum safety requirements. And we can't do a crewed orbital mission due to our requirement that we must do an uncrewed mission first.
